ESC's John Larkin Featured in Recent African American News Journal Article

John Larkin recently was featured in a well-done article in African American News Journal where he was quoted regarding his part in construction taking place at the Columbus Metropolitan Library (CML). Larkin’s company, a Minority Business Enterprise (MBE) certified firm, recently won the contract for all fire alarm renovations, installations, and on-going service and inspections within the entire CML enterprise.

The following is a reproduction of this recent article by Nancy Tidwell, a Diversity & Inclusion Consultant expert.

Construction Project Diversity and Inclusion

When the CEO of Columbus Metropolitan Library (CML) first sat across the table from me in a meeting about construction and asked, “What do you think?” I knew I was in good company. Rarely does the owner’s top officer of any construction project sit at the same table with the diversity and inclusion consultant, much less ask for an opinion. This I can attest to after nearly 20 years of experience in the field.

It continued to happen time and time again as perceived wrinkles in the program were worked out and everyone including community advocates, library staff and construction management knew without a doubt that CEO Pat Losinski, backed by the CML Board of Trustees, is serious about diversity and inclusion. His concern is not commitment—it is “how” do we make it happen?

Pizzuti, the owner’s representative, is leading that charge and has already demonstrated that its team is bold enough to see the project through in achieving the desired results.

The project is off to a good start with the construction management team at Turner Construction keeping their eyes open for every opportunity to be inclusive. The first two bid packages exceeded the 20% MBE/WBE goal for contract awards and are committed to achieving 10% minority/6.9% female goal for employment.

When budgetary concerns led to shutting down Main Library during renovation, creativity came into play and “cut and cap” work was identified for mechanical, electrical and plumbing. All three were awarded to minority contractors—the local office of Coleman Spohn, DEH Electric and Clive Stephens Plumbing. With that same creativity, technology cabling for Main Library and six branch locations was divided up between three primes—Gudenkauf, which subcontracted 19% of its work to an MBE firm; U.S. Communications, a female-owned company; and Crossbow Systems, a minority-owned firm.

Perhaps one of the most significant contract awards thus far is the bulk purchase of a fire alarm system for Main Library and seven branches. Selected was Electronic Systems Consultants, a minority business enterprise owned by John Larkin.

“As a startup company in Central Ohio and the sole source provider for the library’s fire alarm and life safety system, we are very excited about the opportunity to be a part of this project. We are not only committed to providing a seamless installation but to developing a long-term relationship with the library,” stated Larkin.

CML’s diversity and inclusion effort doesn’t stop here. Job referral flyers have been posted in all of its locations in an effort to identify individuals in need of work who are also interested in construction. With a shortage of construction workers in the forecast, the project team will forward this information to contractors who are hiring. At the same time, every job referral form submitted will be responded to with information on employment resources and training, including apprenticeship programs. In addition, awarded contractors will be asked to consider the internship placement of local students pursuing a career in construction.

CML is in the midst of building five new libraries, renovating two and transforming its Main Library in downtown Columbus. Two earlier branches, Driving Park and Whitehall, were completed under a different delivery method. In order to facilitate a more effective diversity and inclusion process, the project delivery method for the remaining libraries was changed to Construction Manager at Risk.

One thing is clear though—it is the project owner that makes the difference in determining whether or not diversity and inclusion is taken seriously. In this case, Columbus Metropolitan Library is setting a precedent that will long be remembered.

ELC’s John Larkin Participates in 15th Annual Industry Day at Wright-Patterson AFB

On the 14th of May, John Larkin attended Kittyhawk Post’s 15th Annual Industry Day event held at the Hope Hotel & Richard C. Holbrooke Conference Center at Wright-Patterson AFB. This year’s theme “Security—It’s Critical Role in Creating Resilient Facilities and Infrastructure,” was extremely relevant considering the many threats that facility managers and security personnel face on a daily basis. The event was geared to architects, engineers, scientists, and contractors in the public and private sectors.

“The meeting was very informative,” says ESC Senior Partner John Larkin. “A lot of topics were discussed that pretty much covered the full scope of security from a facility standpoint. I especially enjoyed the afternoon session where all who attended heard presentations concerning new CCTV (Closed Circuit Television) software and fire alarm design for voice and early warning. I would recommend it to others."

The featured speaker during the luncheon was Dr. Harold J. Arata III, Colonel, retired, USAF, who happens to be director of cyber center of excellence at Riverside Research.

“In this role, Dr. Arata represents Riverside Research as a member of several cyber-related consortiums and committees, including the United States Cyber Crime Conference, Cyber Training Consortium, Advancement of Cyber Strategy, Wright State University Engineering College Board of Advisors and the Armed Forces Communications and Electronics Association Board of Advisors” (Source: the official event syllabus).

Because of John Larkin's extensive experience in the security sector, he was asked to participate in the event as a guest panelist.
“I spoke about security matters. I touched on the importance of getting the end-user involved at the start of all system designs,” says Larkin. “I received a very nice coin memento from the organization that put on the event, which was Metro CD Engineering.”

ESC Competes in $100K Chase Grant Program

It’s not every day that a small business like Electronic Systems Consultants LLC (ESC) gets a chance to win a $100,000.00 grant, especially one owned and operated by a minority business person, like John Larkin.

Every day ESC competes against large, mainstream companies with huge resources. Having $100,000.00 would enable the Columbus, Ohio-based firm to further expand operations by hiring new technicians, office workers, and to pay for advertising. However, before ESC can even hope to win--before the firm is actually eligible for the contest--Chase Bank requires that it receive 250 votes from individuals across the nation, individuals like you.

“This is an excellent opportunity for ESC to expand, which means I’ll be able to hire additional fire and security technicians, buy much needed test devices and other equipment, as well as hire more office people,” says John Larkin, senior partner with Electronic Systems Consultants LLC of Columbus, Ohio. “ESC is an Ohio certified Minority Business Enterprise (MBE), which means we’re a small business competing against huge companies. What exactly is the Mission Main Street Grants® program? The program gives money to 20 small businesses nationwide to help expand their operations. To be eligible, besides having 250 votes, a small business must have less than 100 employees, must have been in business for two consecutive years, and the owner must be at least 18 years of age and a resident of the United States.
“So far we qualify on all accounts, other than the 250 votes. We have until June 19th go get them,” says Larkin. “I’d appreciate it very much if you could take a few moments of your time do give us a chance to win this grant.”

Doubleheader Videos: Int'l Cyber Crime and BlackHat & DEFCON

Cyber crime is a serious problem for society as we immerse ourselves further and further into an Internet-based world. Today's a doubleheader day as we provide you with two informative, interesting videos on cyber crime.

Those who have been victimized know all too well the pain and suffering associated with the actions of criminals that work hard to take what is not theirs. No longer is the word "hacker" synonymous with young children looking for a new challenge, but rather grownup adults who seek to steal as much money as possible, or to steal critical data in order to blackmail or gain some political or business advantage.

This reminds me of a situation I encountered many years ago where my grandson received a $1,200 check in the mail for two small mobile speakers he had advertised on Craigslist for $100. The letter, neatly typed out on a blank piece of paper, instructed him to cash the check, take an extra $100 and to wire them the balance of the cash. What these kinds of scammers are looking for are greedy fools willing to do this no matter if it's right or not. In a word, people who ask no questions but are quite willing to participate in a crime they don't know anything about.

I told him not to send the speakers, but rather to give me the check, which I took to the local FBI office. I met with one of the agents who told me to keep the check, to report it to the IC3 (Internet Crime Complaint Center) and they would take care of it. He confided that this portion of the agency was very busy and he doubted anything would come out of the complaint as it's happening all the time and there is so much of it that the FBI probably wouldn't follow through. He was correct as far as I can tell because I was never contacted and never asked for the check.

One thing is for sure, I did not allow my grandson to cash it.

Here we are, almost 15 years later, and the fish that the FBI has to fry is even more shocking.

In 2013, the IC3 received 262,813 consumer complaints with an adjusted dollar loss of $781,841,611, which is a 48.8 percent increase in reported losses since 2012 ($581,441,110). The IC3 continues its efforts to inform the general public about online scams by publishing public service announcements and providing tips for Internet consumers. (click here)
